YADGIR, 8 March

The District Health Officer (DHO) has stirred public outcry by appointing an official with a pending criminal case as the Administrative Medical Officer at Shahapur Public Hospital, defying a commissioner’s order.

Dr Prabhuling Khadappa Mankar, who served as Yadgir District Health and Family Welfare Officer from September 2023 to August 2024, was suspended by the government following charges from the Lokayukta regarding the accumulation of assets beyond known income, alongside a criminal case. An official circular, issued on 24 August, 2023, explicitly stated that individuals with criminal charges should not be appointed as medical officers in public hospitals unless approved as an exceptional case by the commissioner.

In December, a Lokayukta raid uncovered substantial illegal assets at Dr. Mankar's residences, including immovable properties valued at Rs. 1 crore, cash amounting to Rs. 49.04 lakh, and items worth Rs. 1.49 crore. A SALAR NEWS fact-check confirmed the veracity of these findings.

Despite these allegations, Dr Mahesh Biradar, the current DHO, contravened both government orders and the commissioner’s directive by appointing Dr Mankar as Administrative Medical Officer.

In a statement to SALAR NEWS, Dr Biradar claimed, "We will review the commissioner’s circular and the government's order carefully, and take necessary action."

Public outrage has surged, with social activist Siddu Pattedar condemning the DHO's blatant disregard for orders. He stressed the need for immediate revocation of Dr Mankar’s appointment, warning of potential protests if action is not taken. Pattedar has also called for strict measures against Dr Biradar, insisting that he be suspended for violating regulations.
