India is witnessing a monsoon paradox. Even as parts of Himachal Pradesh, Uttarakhand, Maharashtra and Assam grapple with flash floods and cloudbursts, 535 of 741 districts nationwide or nearly 78% have received below-normal or deficient rainfall.
